Sourcing Quality Assurance Manager (Bilingual - Chinese)

Summary

The SQA Manager leads and mentors the SQA and IQC engineering teams, building deep expertise in materials, components, and supplier management. The role oversees all incoming material quality assurance activities to ensure that every material and component used in optical transceivers—including optics, semiconductors, PCBs, passive components, housings, and packaging—meets defined specifications and accepted criteria. The SQA Manager ensures suppliers comply with industry standards, drives supplier capability improvement, manages supply-chain risk, and supports high-speed optical module productions such as 100G, 200G, 400G, and 800G to achieve high product reliability and operational efficiency.

Job Duties

  • Manage IQC team daily inspection of incoming materials (e.g., PCBs, mechanical parts, LD dies, MPD, and raw chemicals, etc.) against engineering blueprints and specifications.
  • Maintain and calibrate inspection equipment such as calipers, gauges, and optical comparators.
  • Develop and maintain inspection standards, sampling plans, and acceptance criteria for all raw materials, components, and outsourced parts.
  • Oversee the Material Review Board (MRB) process for non-conforming materials, determining whether to reject, rework, or accept under deviation.
  • Coordinate with Manufacturing and Process Engineering to resolve material issues affecting optical transceivers and module reliability.
  • Conduct on-site supplier audits to evaluate their Quality Management Systems (QMS) and manufacturing capabilities.
  • Issue and track Supplier Corrective Action Requests (SCARs) to resolve recurring quality issues.
  • Collaborate with Procurement to qualify new suppliers and manage the Approved Vendor List (AVL).
  • Approve suppliers based on compliance with standards such as Telcordia GR-468, GR-326, ISO 9001, ROHS, conflict minerals and industry-specific optical reliability requirements.
  • Collaborate with suppliers on long-term capability building, including automation upgrades, cleanroom improvements, and reliability testing enhancements.
  • Define long-term supplier quality strategy, including risk segmentation, supplier roadmap alignment, and reliability improvement plans.

Qualifications

  • Bachelor's degree in Materials Science, Optical Engineering, Electrical Engineering, Mechanical Engineering, or related field.
  • 5+ years of experience in supplier quality, optical component manufacturing, semiconductor packaging, or high-speed electronics.
  • In-depth knowledge of optical transceiver components, such as lasers (DFB/EML), photodiodes, TOSA/ROSA, drivers, TIAs, PCBs, and precision mechanical parts.
  • Proven experience conducting supplier audits and managing supplier development programs.
  • Excellent communication, negotiation, and leadership skills.
  • Familiarity with cleanroom operations, optical alignment processes, and high-speed electrical testing.
  • Certifications such as CQE, CQA, or Six Sigma Green/Black Belt are a plus
  • Ability to travel for supplier audits and development activities.
  • Must be bilingual in English and Chinese

Location

This position will be on-site based in Sugar Land, Texas.
